PGCB has conditionally approved the following casinos for online slots, online table games, and online poker:

Four other casinos opted for online table games and slots licenses, but will not offer online poker. Those properties are:

That leaves three casinos sitting out. Rivers casino pittsburgh initially applied, but rescinded its application. Its sister property, the rebranded rivers philadelphia, did get a license and now has two online casino skins: playsugarhouse and betrivers (available through betrivers sportsbetting app.)
Lady luck nemacolin and the meadows are not taking part, likely deferring to their sister properties of presque isle and hollywood casino respectively.
Mohegan sun pocono
Mohegan sun was on a bit slower schedule than its peers, as one of the last casinos to present online casino plans. It announced in 2019 it would work with kindred for online gaming, in particular, sports betting. The unibet brand finally went live in pennsylvania in november.
In may, mohegan presented sports betting plans and noted that pala interactive would be assisting on the online casino and online poker fronts.
Playsugarhouse
The first of the online sportsbooks to launch, playsugarhouse pennsylvania is one of two integrated online casinos and sportsbooks in pennsylvania. The PA online casino uses the proprietary rush street interactive platform. Kambi supplies the betting odds and some of the tech for the sportsbook.
Playsugarhouse.Com PA is available as an integrated android app that users can download directly from the site. If you want to access the site on an iphone, you can do so via your browser, but first, you have to download and enable the third-party geoguard app from geocomply.
Rivers casino philadelphia rebranded from sugar house casino late last year, but maintains the playsugarhouse name for its online products.
The sportsbook went live at the end of may 2019, while the online casino launched on july 17, 2019.
Betrivers
Betrivers is the online sportsbook product from rivers casino pittsburgh. While it looks like a near-clone of its sister site, playsugarhouse, they are actually two different entities. You need to set up different accounts to play on each sports betting site and the funds do not comingle.
Betrivers now also has an online casino as of jan. 30, 2020. Operating under the rivers philadelphia license, it is integrated with the betrivers online sportsbook, which operates through rivers pittsburgh. The betrivers online casino is thus a “skin” of playsugarhouse, and is essentially the same casino app with a different overlay.
With all of rivers’ online gaming products operating on the rush street platform, there is vast opportunity to pool resources when it comes to online gambling marketing and promotions across pennsylvania.
Hollywood casino
Hollywood casino at penn national is the flagship property of penn national gaming. The PA-based casino company is relatively new to the online casino game. Accordingly, it inked a deal with IGT last fall to power its online casino product.
IGT’s playdigital platform debuted in the US when hollywoodcasino.Com launched in pennsylvania on july 15. It was the first online casino to launch in pennsylvania.
The platform features the biggest slot library on the market. Additionally, it is the only online casino to offer the IGT game king video poker suite with nine different video poker variants.
Hollywood casino also is supposed to launch an online poker site, but given that they are starting from scratch and up against seasoned competitors, we do not expect this project to be a priority for penn.
After a deal for sports betting with william hill fell through, hollywood is now working with kambi to eventually launch a hollywood-branded online sportsbook.
Harrah’s casino
If you’ve spent any time at all on caesars online casino in new jersey, then you have a good idea of what to expect from harrah’s philadelphia online casino when it finally launches.
A product of caesars interactive entertainment (CIE) and nyx, the NJ platform features a robust list of games, including a couple of hundred different slot titles an all your favorite table games on both its browser-based client and its online casino app.

Presque isle downs
The churchill downs-owned presque isle downs decided early on not to offer poker, but to move forward on an online casino.
The casino inked deals with sbtech and golden nugget in march 2019. For sbtech, it was the first US partnership on a sports betting platform.
In december 2019, the betamerica online sportsbook launched in pennsylvania. The betamerica online casino followed on jan. 30.
Mount airy casino
Mount airy casino has a big-time partner for its online gambling offering in the stars group (TSG). While TSG is better known for its online poker client, pokerstars, it is also a veteran online casino provider. Both sites launched in early november.
What’s unique is the pokerstars client presents online poker, online casino, and sports betting from FOX bet in a single place. Users can easily jump from one vertical to another with a united account and shared wallet, without leaving the client or the app.
Wind creek
The new kid on the block, wind creek is probably better known to pennsylvania gambling enthusiasts by its previous name, sands bethlehem.
The wind creek rebranding happened in late 2019 after official transfer of ownership in late may. Wind creek’s owners, the poarch band of creek indians, are pursuing online gambling, but they are still struggling to catch up with the competition after the late start.
In january, 2020 news of a partnership between wind creek and UK-based betfred emerged, but no concrete plans for launch have been approved.
Stadium casino / philly live! Project
We know stadium’s owner, cordish, plans to get involved in both sports betting and online casino even before the casino opens in december 2020. The group already has a retail sportsbook deal in place with fanduel. More news on their plans should be available as the year progresses.
Parx casino
The biggest casino in pennsylvania is forging into new territory with online gambling. It did so kicking and screaming. The company repeatedly tried to foil efforts to bring online gambling to pennsylvania. Now they are of the mindset that, if you can’t beat them, join them.
Parx was the second casino to get an online sportsbook product up and running in the state, joining the sugarhouse PA online sportsbook product. It was also the second pennsylvania online casino to start accepting bets.
Parx and its partner GAN launched parx online casino in july 2019 with a library of slot titles, video poker, roulette, and baccarat. In january, they announced plans to be the first to offer live dealer games online.
Is gambling legal in PA?
In october 2017, gov. Tom wolf signed the state’s massive gambling expansion bill. The legislation created a wealth of new gaming opportunities in the keystone state, including:

There have already been three launches in the first month of 2020 with fanduel casino, betamerica, and betrivers casino launching in january.
Formerly sugarhouse casino, rivers philadelphia has become the first brick-and-mortar casino to offer two different online casino skins under its casino license: playsugarhouse and betrivers. Mini-casinos: the next phase of pennsylvania casino development
As part of its gambling expansion law passed in october 2017, the state had the ability to issue up to ten category 4 licenses. These licenses allow for mini-casinos with 300-750 slots. A supplemental license costing $2.5 million allows these satellite casino properties to offer up to 30 table games as well.
The process for the issuance of mini-casino licensing involves a series of auctions. The preliminary auctions began in january 2018 and are limited only to the licensed category 1 and 2 casinos. The first license went to penn national, who spent $50.1 million to secure a location 50 miles south of its existing hollywood casino. During the first round of auctions, PGCB awarded five licenses.
The PGCB ran a second round of auctions on sept. 3 but there were no bidders this time around. As a result, the five remaining licenses will go unclaimed. In all, $114 million in license fees were raised.

Pennsylvania problem gambling support

Foxwoods casino philadelphia is granted one of five stand-alone casino licenses for a soon-to-be-built property located along the delaware river in south philadelphia. The project fell apart, resulting in PGCB revoking the license in 2010.
Mohegan sun at pocono downs became the state’s first slot parlor after opening its doors in november 2006 at a harness track near wilkes-barre.
State lawmakers made a number of amendments to horse track security bill authorizing both the use of 61,000 slot machines at racetracks and other new casino locations across pennsylvania. Lawmakers rushed the bill through the house and senate over the fourth of july weekend, then quickly became law before any real opposition to casino gambling had a chance to oppose it.
The bill ultimately authorized the issue of three separate categories of slot machine licenses. These included:

The path to online gambling
The legalization history of online gambling in PA
House bill 271 was approved by the PA senate (31-19) on october 25, 2017 and later by the PA house of representatives (109-72) on october 26, 2017. Governor tom wolf signed the bill into law on october 30, 2017.
Pennsylvania’s house and senate projected a potential revenue in excess of $200 million in this current fiscal year to be generated via online gaming. The majority of that revenue was expected to come from online poker and gambling. The working understanding the state’s house and senate operated under was that a limited number of licenses of $10 million would be assigned to interested operators, allowing for online slot machines, poker, and table games to be made available to PA residents.
Aside from the $10 million licensing fee for all three gaming verticals, the state is expected to offer six licenses allowing access to two verticals each for $4 million. There is also a $1 million fee for a platform provider license with sixteen expected to be hand out.
The exorbitant sums for the aforementioned licenses have likely contributed to why online casino gaming has been slow to roll out in PA; it’s somewhat cost-prohibitive.

The legalization history of online gambling in PA
House bill 271 was approved by the PA senate (31-19) on october 25, 2017 and later by the PA house of representatives (109-72) on october 26, 2017. Governor tom wolf signed the bill into law on october 30, 2017.
Pennsylvania’s house and senate projected a potential revenue in excess of $200 million in this current fiscal year to be generated via online gaming. The majority of that revenue was expected to come from online poker and gambling.
